Je supprimerais "il faut renforcer et consolider les pouvoirs locaux". Pouvons-nous écrire seulement " il est plus que temps de donner aux pouvoirs locaux, les clés de l'innovation et de l'expérimentation démocratiques, en favorisant sur tous les territoires l'accompagnement des élus et des citoyens à la mise en oeuvre de politiques publiques redonnant du pouvoir d'agir à l'ensemble des acteurs en suscitant imagination, créativité et dialogue." ?

Je pense qu'il faut préciser les éléments d'une nouvelle vague de décentralisation massive en donnant quelques exemples...

Pas radicalement opposé, mais la question des territoires me semble être une "diversion".
Certes, les expériences démocratiques ont plus lieu localement. Mais leur portée est limitée au local. Et à moins d'envisager une fédération des territoires, je ne vois pas comment plus de pouvoir local va permettre la démocratie au plan national. C'est peut-être juste moi qui ne vois pas, mais cette proposition ne me parle pas.

Pour ma part j'irai plus loin et proposerai une réforme constitutionnelle ouvrant la voie à un Etat fédéral, pour que les pouvoirs locaux aient de vraies marges de manœuvre sur des sujets essentiels du quotidien.
