Je partage véritablement cet objectif, qui ne doit pas se limiter au niveau "parlementaire". Si l'on veut renforcer les territoires par une nouvelle vague de décentralisation, il faut aussi permettre l'accompagnement des collectivités territoriales et de l'administration dans la mise en oeuvre de processus similaires à ce qui est proposé pour l'édiction de la Loi. Il faut aller jusqu'au bout de la démarche en permettant aux collectivités locales aussi d'introduire les citoyens au vote de certaines délibérations prises au sein des assemblées dans le cadre de droit de saisine ou d'interpellation, mais aussi plus largement dans le cadre de création d'assemblées citoyennes reconnues fonctionnant comme une assemblée territoriale et participant à l'élaboration des délibérations. Cela participerait aussi largement au renforcement des territoires et à la légitimité des décisions prises par les élus locaux, avec un objectif de confiance retrouvée.

Entièrement d'accord avec le besoin de réforme des institutions.

Nettement moins avec l'idée (que je perçois peut-être à tort ?) de modifier (et donc maintenir) un système représentatif en permettant des interventions citoyennes limitées.
Limitons le pouvoir du Parlement (et de tous les élus) à celui de pis-aller quand les habitant.e.s ne votent pas, et créons les conditions (moyen, culture de la participation) de l'expression démocratique.

La notion de « niche parlementaire citoyenne » mérite débat, selon moi. Elle pourrait se concrétiser par un tirage au sort systémique, sur la base du volontariat, de citoyens qui seraient formés aux principes de la délibération, aux rôle et fonctionnement des Institutions parlementaires. Il me semble qu’il convient aussi d’en finir avec ce terme, dangereux selon moi, de « société civile » qui s’oppose symboliquement à d’autres «  sociétés »... (militaire, élus, gouvernants)...
